Dr Stephan Rabe

After training as a reserve officer, Dr Stephan Rabe studied law and history in Bonn and Berlin. In 1995, he received his doctorate from the University of Cologne for a thesis on administrative and constitutional law. Dr Rabe has been admitted to the bar since 1996, and from 2015 to 2022 also as an in-house lawyer. In addition to his work as a lawyer, he was active for many years in leading positions in leading business organisations (Bonn, Brussels and Berlin). Most recently, he headed the “Business Law and Digitalisation” division at the German Construction Industry Federation (HDB). He previously held managing director positions at the Federal Association of German Public Sector Banks (VÖB) and the German Property Federation (ZIA) for many years. He has managed a forestry company and set up a foundation to support young athletes, and Dr Stephan Rabe has been working for CBH at the Berlin office since 2022. He specialises in public procurement law, contract law, banking law and weapons law. Dr Rabe is a specialist lawyer for public procurement law.
